I tried to google and search the badweb but to no avail.  What are the 3%ers?  Are they still around?  History?

Haven't checked the Badweb post, but generally the term "3%ers" applies to any Buell owner--because Buell has historically represented around 3% of H-D's business.  AFAIK, anyway.

Koot's got it right -- also, a group of Buellers in Atlanta have sorta kinda grabbed 3%er as a nom de guerre
