this past weekend, i rode 412 from tulsa to chouteau and scenic 412 from chouteau to highway 10 and it was all clear.

there is still construction on 412 just east of sand springs, west of tulsa. it seems to be never-ending. not a good place for a bike but i don't know of any way to avoid it.

more construction at the 412/i-244 interchange. traffic was backed up a half mile yesterday. you might consider going highway 33 into tulsa to i-44 instead of using 412.

or you could take 51 to avery drive and cross the river at 21st street. avery drive is a fun but short ride but you already know that.
