I've been spoiled with my VFR, with it's prodigious plastic to cut holes into and mount switches and dials and lights. Now I'm in the process of adding heated grips to my wife's SV650 and am at a loss where to put the switch.

Hotgrips sells workable "miniswitch" http://www.hotgrips.com/switch-options.htm but will only sell it with the heated grips. I've already got the heated grips from her previous bike, so don't need to buy new grips.

Any suggestions?

Unfortunately none of those switches at the above link are the slightest bit weather resistant.

How about a RatShak project box, mount switch, get a rubber cover for the toggle, velcro the box to the top of a mast cyl plate. I "mounted" a project box with GOOP to the vertical section of the left handlebar.

Now if I could just find a way to mount some PHID's (where to stick the ballasts), a Stebel horn, and a true cruise control - I'd be all set!

Try this handlebar mounted three position switch, sold w/o grips, from Hotgrips. That's what my friend will be using with a marine screw-on switch cover to weatherproof on a Ducati Monster.

That way the power goes from the bike to a pant leg and back to the bike. WTF?

If you want to hide it you could mount the switch under the seat inside the black triangle on the left side. If you don't mind seeing it then simply use zip ties on the bars.

I zip tied the switch to the wiring harness where it runs into the left switch pod.  It sits just just under and to the right of the horn button.  It is easy to flip from off to high or low without removing my hand from the bar.  Depending on which gloves I wear, I sometimes have to move my hand off the bar to switch from the HI (right) to low(left) or off position.   This has worked well for about 4 years.  (The switch is a standard switch that I covered in heat tubing.)
