I suggest a gift certificate to one of the big motorcycle aftermarket companies, like Chaparral. That way you pick the budget, he picks what he wants, he knows you care.

Triumph apparel is a very good value. High quality, stylish but functional, and reasonably priced. For a brand-new rider, maybe boots, a second set of gloves (either summer or winter), or a vented mesh jacket. If he already has that stuff, try a sweatshirt. They also have some riding jackets that do not scream "motorcycle" and would fit right in at the office or a swanky bar or restaurant.
I have a small Triumph backpack where the top part folds into a zippered compartment and converts into a fanny pack. One of the best pieces of moto-gear I have! Triumph too, has the usual coffee mugs, clocks, desk models, belt buckles, etc.
If you're in the LA area, the dealership in Brea has a large stock of apparel and accessories.
