Sneakily named "motor cycle" (two words) to make it harder to find in a search.
H.B. 463
Motor Cycle Helmet Law Amendments
http://le.utah.gov/~2008/htmdoc/hbillhtm/HB0463.htm
This bill provides that a person may not operate a motorcycle on a highway within the city limits of a first, second, or third class city unless the person is wearing protective headgear;
Provides that a person under 21 years of age, rather than 18, may not operate a motorcycle on a highway unless the person is wearing: protective headgear with a continuous solid chin bar; and protective glasses, goggles, or a transparent face shield unless the motorcycle or motor-driven cycle is equipped with a protective windshield;
grants the Department of Public Safety rulemaking authority to establish standards for approved protective glasses, goggles, or transparent face shields; and makes technical changes.

I didn't think there was anything higher than a third class city in this state. Also, they are working on getting wine coolers out of grocery stores and into the state owned liqour stores. That way they can double the price of a 6-pack of wine coolers and more money flows into the state's coffers. Sneeky Bastards!

Squatters, Red Rock, and Desert Edge Breweries all have some excellent beers. The state run liquor stores don't have a great selection, but in some of the larger ones its fair. Although I have yet to find Newcastle in one

Beer sold in convenience and grocery stores is limited to 3.2%. If you want take away beer over 3.2%, you have to buy it a state run liquor store. Many restaurants have licenses to serve non 3.2 beer.
Definitely annoying, but not the end of the world.

You can't drink 3.2 beer fast enough to catch a buzz so what's the point. If you want real beer you have to go to the state owned liqour store and pay at least $10 a 6-pack for it and the selection varies day to day and store to store. Also its warm and they make sure they locate the liqour stores at least 6 blocks from the nearest 7-11 that sells ice. And one other thing the sales tax used to be included in the price since its the state revenue dept that got all the proceeds. Now they started charging sales tax on top of the sale price which is already a tax.

Here are some more complaints about alcohol sales in the state of Utah.
1. The hours of operations are 11:00 am to 7:00 pm Monday through Saturday.
2. They are closed on all holidays. So if you run out of beer on the 4th of July you $hit out of luck for the day.
3. All holidays they are closed because they are state employees. MLK Day:Closed! Columbus Day: Closed!
4. The store employees are state employees so they have the same no hurry or purpose attitude that the employees at the DMV have. So plan on standing in line for a while. Good luck asking for help too!
5. Many of the employees are also Mormon so they look down at you for being in there and buying liqour in the first place you Damn Heathen!
6. Restaurants like Chilies, TGI Fridays, etc. have to hide their beer taps and no alcohol bottles can be displayed where customers can see them. All drinks have to mixed in the back rooms.
7. No 2 for 1 happy hours. You cannot order your next drink until you have finished the one you have at the time.
8. You have to order some kind of food to go with your drink. You can't just go in and have a beer or two and leave.
9. Damn! This state is ran by Ned Freakin Flanders!

24/7 weekends and holidays. Cheap too.
Now about this helmet law. It looks like a case of asking for way more than you'll realistically get, so if the law was to get passed, it would be a much watered down version so both sides feel like they've won. The law makers and insurance companies get their helmet law, and the anti helmet crowd gets to wear a beanie. Same thing happened in CA.

Maybe we could send you Baljinder Singh to help out with amendments to the proposed Utah helmet law. He does not like the current Province of Ontario law that requires ALL motorcyclists to wear a helmet and thinks that he should be able to ride without one.

Well its even more confusing than that. Utah has two alcohol measurements; alcohol by weight, and alcohol by volume. The micro brews use the method that allows them to have more alcohol in the beer. So it's really not all that bad. Plus, utah breweries are renowned for the taste and flavor of their beers and win all sorts of awards. So its not as bad as people think.
But if I could change anything about utah it would be Wine in grocery stores.
If you are a Coors or a Bud drinker, then too bad...

I really try to bitch about it loudly and vocally as much as possible. I personally think the Mormons and weird liquor laws have kept the Wasatch Front from exploding in population like many other western states have.
So yeah, Utah is a MISERABLE place to live.

Doode NO! Utah SUCKS! Its a horrible place to live. The missionaries are constantly pounding on your door. Polygamists are everywhere. Every household have 15-kids running around making noise. As for the helmet law ... it didn't get passed right? So for now at least that is fine. I'm ATGATT so for me it's a non issue but what a sneaky way to slide it in.
It seems to only be directed toward the "young" rider right? 21 and under, or 20 and under inclusive. Does seem to require a FF helmet, no 3/4 or anything. And I have a dark face shield on my Scorpion ... is taht "clear" or would that be prohibited too?
I'm with CC though ... wine selection in this state sucks. Brew pubs are pretty good, have a good selection, but for wine you really have to hunt for it.
