When replacing the cable, does the primary need to be drained?  If so, what weight oil does it like?

Nope, just pull of the derby cover and go for it. Be sure and have some replacement allen head screes for the cover. I destroyed the torx head screws pretty quickly trying to get 'em out. The primary calls for Harley sport-trans fluid.
