My brother went there years ago, and twice got ripped off by the women there.

20 years ago when I was stationed in Berlin, Germany we would find ourselves in Frankfurt, where they had an established 'Red Light District'.
They did not have the 'windows' like Amsterdam. It was more like shopping in a mall.
 
'Houses' were multi-storied and the girls sat outside the rooms on a stool or chair doing homework (college), knitting, or reading.
 
You saw what she looked like and if she interested you...you approached her and discussed what she offered (some have specialties), what you wanted, the time was agreed on as well as the price. We never had any problems what so ever. Well, except the time I got chased out of the building for offering to trade cigarettes and liquor for 'services'.
 
Window made no difference to us. We just went inside to do our shopping.

I don't get it either. You can have free sex with a woman. You can give a woman a gift. Heck you can even give a gift after sex (if you wait a bit so as to break the psychological cause and effect link). But give a woman a gift of cash prior to sex and you're both criminals (not that I've ever done this). What's the big deal.

I think it's the same mindset that lets you buy beer and wine in the supermarket, but makes you go to a "liquor store" to buy anything else.

I don't think I'd EVER been to a liquor store prior to moving to Texas. It was always easier to just do my shopping at Costco, Trader Joes, the supermarket, or even just the closest gas station. Don't even get me started on the "Dry" counties that are EVERYWHERE out here.
 
Not that I'm much of a drinker, but it's such a hassle.
