Been working in Russia for quite awhile now, met a nice Russian lady a few years ago in the town I was based in. Planned to be off a good chunk of this summer so asked her if she'd like to come to Canada for a visit. She's a kindergarten teacher so has the summer off. Well after a bit of talking she agreed to the idea. Now, I know it can be tough for Russians to get a visa so got as much documentation together as possible. I bought her a round trip ticket and short term medical insurance, she got proof of ownership of her apartment, proof of employment in Russia and we send it all in with the visa app. In the letter of invitation, I mentioned specifically that we would travel to Canada together and return to Russia together to go back to work.
They turned her down! Said they didn't believe she would return to Russia. Now how the hell are you supposed to prove something like that? All her family is in Russia,she owns her home, she's worked at the same place for 20 years, she's got a round trip ticket, I just can't think of anything else we could give them.

Move to Pakistan and try again. Tell them she's a taxi driver, doesn't speak english but has half her village living in Brampton. She'll be here on the next plane.

I might suggest she just arrive but before she gets off the plane, tell her to flush her documents and claim some sort persecution back home.
She will get free health care, living expenses for at least 2 years (The time her immigration hearing might take), and when fall roams around, she could just say the KGB are holding her family hostage, and she needs to return home. Her plane ticket will be provided.
I am amazed how you kids don't know how to work the system nowadays.

The sad part of it all is we were on the level. All she wanted was to have a look around and go home. And even if we weren't I have a hard time seeing how a 40 yr old kindergarten teacher is a threat to the fabric of Canadian society.
