I'm not going to say he would or wouldn't have.   It seems he may have been a newer less experienced rider and he was moving pretty quick compared to traffic infront of him.  It definatly is an eye opener though I shared that video with lots of folks.

IMO the Oregon DOT report is pretty conclusive, if you are willing to sift though the tables yourself and look at the numbers.  Talk about ignoring evidence.  Lol

note i said motorists, not motorcyclists.  apparently the findings they were presented with showed an overall increase in collisions after permitting lane splitting.  more accidents means more congestion.  they're not concerned about the safety of riders, they're concerned about easing traffic...at least thats what i was told.
