I'd like to add some LED running lights.  Rear first, but fronts would be nice too.
I've seen some decently bright LEDs - mostly on commercial trucks.
Where does one buy these w/ confidence of getting sufficiently bright  w/o breaking the bank?

I got a pair of truck clearance lights for about $5 on eBay (likely Chinese) and they've been going bright and steady for over 3 years now.  They're attached to the topcase mount of my VFR and are very bright from the side and not too bad from the front and rear.

These look pretty good for adding conspicuity to the front.  Wonder if they shed some additional night light?  ~$35 shipped to the US.

I just put these on and REALLY like them.  You get to pick a running color which is kind of cool and then it blinks amber.

The ordering system choices is a little hard to understand but there customer service is excellent, so just call and ask questions.

Is it safe or reasonable to think that LEDs that draw more amps / watts are brighter?

I have them on my FJ.  At night I can see the glow being cast on the lower fork, but they don't put out enough light to add to one's total light being thrown down the road.  I like them, and have had people comment on them who have driven past me from the opposite direction.  Every little bit helps.

Once this weather clears up I'll post a pic.

Very definitely.  Look at the ma draw on the diode.
