This is likely the skin drying technique of Uzbekistani squirrel hunters. The pelts are in much demand in the markets, used by the balding to hide their cultural taboo of appearing with a bare head.
These men are skilled professionals; do NOT attempt this at home.
Here's a picture of them in their traditional hunting garb, attempting to lure the wily, but incurably inquisitive river squirrels.
