I use this tool before going on a trip:

http://www.dot.ca.gov/cgi-bin/roads.cgi

You can see if there are any road closures/delays on your route before you go.

Yes...excellent site. Use it frequently.

There's also an Android app called CalRoadReport that provides road conditions, closures, and traffic incidents as well.
