Most of us would rationally conclude #1. But many years ago someone went to the trouble of doing the tiny percentages, which unfortunately I can't remember, explaining that these scams keep appearing because even say it was 0.00001% (I'm making that up) of the internet population, enough people hand over enough money, it makes it worth their while to run the scams.
