I'm kinda glad this thread was revived. I'm replacing the steering head bearings in the VFR in the next couple of weeks.
Seat 'em at 18 ft lbs, turn the lower triple full left lock to full right lock about a dozen times, then torque to 18 again.
Then back off and retighten to 5. Reassemble the upper stem nut/lock washer, top bridge and Top nut as per the manual and you're good!!
Of course you have to recheck them after awhile, just like any other steering stem.
