.... a significant percentage of motorcycle fatalities happen within 2 years of a rider getting a license.
There has to be something done.
1. Prohibit all riding within 2 years of getting a motorcycle license.
2. Tiered licensing by implanted microchip under scalp. Before the bike will start, the chip checks to see what performance level the rider has been cleared for and adjusts the bike's ECU appropriately. The microchip would also check for the presence of a DOT approved helmet which also would come with a microchip. In turn, before the helmet microchip would send the ok to start the bike, all connections in a proper set of riding gear would have to be in place and connected. Microchips inside the gear, of course, would check to see that the gear is actually ON THE RIDER, not just strapped to the bike somewhere.
3. If all checks out, then the scalp implanted microchip sends a signal to the DMV to make sure there is room for yet another vehicle to enter the highway. As soon as the ok is back, then the bike fires up and the rider can proceed. The entire process should only take a few seconds.
