They should fit someone with pants size 38" waist and 29-30" inseam, preferably full side zips.  Ideally waterproof, but not a firm requirement.  The ability to take CE knee armor is.

Not looking for reinforced jeans. Please PM me with what you've got. Thanks in advance!

I suspect you'll have a tough time finding used pants with a short inseam.  But;Tourmaster is now making some models with short inseam and they seem to be reasonably priced.  I bought a pair of Venture Air in the short version last spring and they fit pretty nicely.
