IIRC, there was a whole back story to that video. It was a pseudo-reality show, but the guy in the stripes was not in on the gag. It was a purse snatching or something. Right place, wrong time kind of thing.

It's from some sort of Belgian candid camera type show. I don't know the whole story, but the running guy had been following someone around the mall, threw a net or sprayed something at him and missed, then took off running. The kick was unplanned. That's the show's host and one of the staffers that come walking in at the end.

Undoubtedly much funnier than the gag that was supposed to happen.
