did you google the name on the bottom?   (can't make it out)

Looks like some sort of clamp on seat bottom,  like from high school desk. ????

It's a valve spring compressor, looks like a cheap one too. Cool

Is the pink thing a part of the assembly?  If not, it could be some kind of hand rivet tool.  Could be a valve spring compressor but would think the rod end that contacts the valve would have more surface area?

 Lol  The pink is a laundry basket turned upside down. I just wanted some contrast to the tool instead of concrete. I think you're right. Valve spring compressor.
