Advice on bike purchase sought - strange carfax

I'm interested in a '99 R1100RT for sale at a Harley dealership in NM - they will take $3,750 for it. What is strange is it doens't have it's bags, and the passenger seat is a different color and pattern than a stock seat would be - the drivers seat is stock. The rest of the bike looks perfect in the pics, bike only has 21k miles. The sales manager told me a bmw mechanic traded it in on a Harley, and that he told them he bought it without bags and the wierd passenger seat and has no idea the history. The manager says the bike has been gone through and rides perfect with no signs of damage anywhere - everything works.
I paid $4.99 for a Vinaudit after asking for the vin, and there is no history of insurance claims. Here is the title history:
03/12/2012 New Mexico Current 21543 mi.
12/01/2011 New Mexico Historical 20841 mi.
06/23/2011 Florida Historical EXEMPT
07/23/1999 Massachusetts Historical 1 mi.
Are there red flags everywhere here or am I being overly concerned? Would you walk away or go check it out? it's a 300 mile drive. No, there isn't shit for sale anywhere closer to me.

It's been passed around a little. I don't see an issue.
That's why, when I can, I flip bikes and skip title. Dealership and wholesalers can't get by with the same.

From what I read on the internet (it must be true)
06/23/2011 Florida Historical EXEMPT
means that the car or bike was over 10 years old and is exempt from the mileage being reported. Some states do this. Obviously when it was registered in New Mexico they started tracking the miles again.

Why would a 1999 model with 1 mile on it have been registered "Historic" in Mass in 1999?

I dont see any red flags but then again I dont see a checkered one either. $3700 is a good price. but dont forget to factor in bags if want them. A new set of aftermarket hard bags will easily run a grand. BWM most likely more.

I believe that is 'historic' as in a historical record, ie the vehicle is no longer currently registered in Mass.
