Seriously though, this guy I rode with swore up and down about the pressure from the state to give out speeding citations to help revenue. I've also read a few articles over a few years that confirmed that statement but that was from newspaper editorials, etc.. I would think the truth lies somewhere in the middle. I will agree that that whatever they get is not going to fill the CA budget deficit. Nor will the increase in sales tax, income tax, etc.
You know about the $27B high speed train they plan on building right? Projects like that with little return and make almost no sense is part of CA's budget problems.

I am sure the motorcyclist was doing much more wrong than passing at over 80mph..here again..just the easiest excuse to nab him. After reading lots of DogBoys posts, I believe he works for the State in a PR capacity...
Now lets move on to the wonderful service you receive in DMV offices. CSAA now charges $4 to do CA DMV work. The person told me the State gets the $4, but I had to pay it in cash so I wonder where it really goes..

I'm with you on all that. Another thing my CHP riding "friend" told me about speeding citations is the ease in which it can be enforced and get a conviction in court. I asked him regarding cell phone usage, which is illegal in CA while driving unless it's a hands-free device. He said it's up to officer's disgretion, which means do they want to give someone a $75 fine for talking on the cell phone or a $400 fine for speeding? So most officers go for the speeding. He said they will sometimes "bundle" the cell phone usage along with some other infraction to make it "worth their time".
So this is why distracted drivers continue to be distracted. It's not worth it to enforce unless it's a special mandate coming from higher up.
