fascinating, depressing, enraging, I was going to say 'words fail', but I can think of a lot of others that are less polite...

Don't worry though, If they get caught, they'll get a SEVERE talking to! Yes Sir!

They might even have to serve the dreaded 'Community Time' wherein they will be forced to maybe pick up litter for about 1/2 hour... if its not raining... if they show up...
