I believe the answer is track days.  

If the goal of pipes is for a "bit" more power, but track days make people faster, then why do people drop the money on pipes?

Pipes also make your bike sound different/better (depending). If someone buys pipes with the goal of going faster, then yes it is a silly use of funds. I somehow doubt that is actually what sells slipons though.
